Dallas Police Brutality Beating Motorcyclist Sept 5th and Tampering with Evidence



The video of Dallas police officers beating a motorcyclist after an unauthorized chase last week is gaining national attention. As expected, Dallas County District Attorney Craig Watkins said Thursday he will pursue criminal charges against two cops accused of beating a motorcyclist after a chase and lying about it in reports and a third accused of adjusting an in-car camera to conceal a portion of the controversial arrest.


"No one is above the law," Watkins said in a written statement. "Upon completion of a thorough investigation by the Dallas Police Department, the cases will be filed with our office and then presented to a Dallas County grand jury."

"We will continue the investigation and prosecute the individuals involved to the fullest extent of the law," Watkins said. "The officers involved in this incident are the exception and not the rule for the outstanding work that the Dallas Police Department does for the community. I commend Chief [David] Brown for his attention and response to this issue. If officers have violated the law, we will hold them accountable."

Southeast Patrol Officers Kevin Ray Randolph and Paul Gregory Bauer are accused of beating Andrew Joseph Collins, 28, with a baton and fists on the side of a South Dallas street on the night of Sept. 5. Officer Henry Walter Duetsch is accused of moving an in-car camera as he whistles to conceal a portion of the incident. Three Dallas police officers face criminal charges in an on-duty beating of a motorcyclist last week, Chief David Brown said today.

Investigators will recommend to the District Attorney that Officers Kevin Ray Randolph, Paul Gregory Bauer and Henry Walter Duetsch be charged with felony tampering or fabricating physical evidence. Police are also seeking misdemeanor charges of assault and oppression against Randolph and Bauer, Brown said at an afternoon news conference.

"Every citizen deserves a measure of respect," Brown said. "I expect citizens to hold me accountable for insuring that Dallas officers treat all citizens with fairness and compassion."

Brown also fired Randolph, who was on probationary status as a relatively new officer. Bauer and Duetsch face Internal Affairs investigations to determine possible discipline, which could include firings.

After a brief chase in South Dallas on the night of September 5, Andrew Joseph Collins. 28, was subdued during an arrest when Bauer and Randolph allegedly beat him with their fists and police batons.

Brown has said he did not see any specific evidence of a racial motivation in the beating. Collins of Dallas is black. The three officers facing criminal charges are white, according to police records.

"I am appealing to the calmer voices of the community and the police department to examine the evidence in this case and the department's investigative thoroughness and transparency."

Officers Jeremy James Francis, Robert James Kamphouse and Daniel Stephen Malouf were placed on restricted duty because they also had contact with Collins. Brown said they will remain on that status until the end of the Internal Affairs investigation, which began today.
